To qualify for this position you must meet the qualification requirements outlined below: GS-11 SPECIALIZED EXPERIENCE: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-9 grade level in the Federal Service.
Specialized experience includes: Applying IRS functions, programs, policies, regulations, procedures, and operations to evaluate program plans and determine impact of changes on program goals. Utilizing cross functional programs and their interrelationship with assigned program to conduct reviews, studies/projects and coordinate systems and resource utilization of program operations. Applying analytical and evaluative methods in order to assess and measure effectiveness of program operations, identify gaps or conflicts in program information, consolidate findings and recommend alternatives.
Utilizing principles of management planning, program and process analysis, management reporting procedures and available system capabilities to resolve operating problems and providing statistical data or other management information reports. Applying oral and written communications to conduct briefings, prepare reports, document findings and, disseminate procedural and regulatory information. Utilizing cross functional systems and applications such as IRWorks, HR Connect and IORS to analyze, monitor and resolve program, performance and operational deficiencies.
OR you may supplement specialized experience with a Ph.D. or equivalent doctoral degree. OR three full years of progressively higher-level graduate education leading to a Ph.D. in a related field. OR LL.M., if related. OR you may qualify with a combination of qualifying experience and education listed above. AND You must also meet the following requirement(s): TIME AFTER COMPETITIVE APPOINTMENT (TACA): By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
