SPECIALIZED EXPERIENCE: GS-13 Level: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience includes: Experience applying a broad range of analytical and evaluative methods to assess and improve existing programs, including compliance, accounts management, and taxpayer education and communication functions.
Experience providing technical guidance and serving as a technical advisor by preparing comprehensive decision packages, conducting studies and analyses, and developing recommendations that support program objectives, operational improvements, and executive decision-making. Utilizing cross-functional programs and their interrelationship with assigned program to provide recommendations for improvement based on the results of internal control program reviews.
Reviewing proposals to alter or modify concepts, processes, or functions for compatibility with program goals and objectives, as well as evaluating new requirements. Utilizing IRS functions, programs, policies, regulations, procedures, and operations to evaluate programs plans, determine impact of changes on program goals, and provide technical guidance on issues, proposals, and activities impacting program operations.
Applying technical methods and practices such as program analysis, process analysis, management reporting procedures and available system capabilities to resolve operating problems and provide statistical data or other management information reports. Delivering oral and written communications to exchange information, to prepare reports, explaining program differences and recommending improvements, corrective action, and/or changes in program operations.
