GRADE-12 SPECIALIZED EXPERIENCE: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service.
Specialized experience for this position includes: Utilizing IRMs, tax laws and regulations, Revenue Rulings, Court Cases, etc., relative to the Business Unit operations, reviewing tax issues and enforcement changes that impact assigned programs, revising procedures, recommending changes in basic implementing regulations, and assessing the technical accuracy of cases handled by the call site/campus/TAC. Recognizing significant tax issues and enforcement changes that impact assigned programs in order to revise procedures or recommend changes in basic implementing regulations; reviewing tax returns, supporting documents, forms, tax computations, penalty abatement procedures (reasonable cause) and interest and penalty computations (including restricted interest) to verify corrections and alterations to tax modules were completed in accordance with the approved guidelines, and the effect of these options on the taxpayer liability.
Applying principles of management planning, program analysis, process analysis, management reporting procedures and available system capabilities to resolve operating problems and providing statistical data or other management information reports. Briefing both operating unit managers and employees both orally and in writing, preparing reports, documenting findings and conclusions and, disseminating procedural and regulatory information.
Utilizing the Embedded Quality Review System/National Quality Review System, Master Attribute Job Aid (MAJA) Quality Grams for the assigned SPRGs reviewed and Microsoft Excel to create or edit pivot tables, formulas, or macros; perform statistical analysis and Import/export data. Analyzing various data to determine if a contact/case was worked accurately by performing trend analysis to identify and address recurring issues with quality and coding consistency and providing feedback to IRM authors based on trends identified.
