About this role

To qualify for this position, applicants must meet all requirements by the closing date of this announcement:09/21/2026. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-15 position you must have served 52 weeks at the GS-14 level. The grade may have been in any occupation, but must have been held in the Federal service.

An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. BASIC REQUIREMENTS: To be eligible for this position, candidates must meet the following basic requirements: Degree: behavioral or social science; or related disciplines appropriate to the position.

OR Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. OR Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below: GS-15 Grade Level: Specialized Experience: You must have one year of specialized experience equivalent to the GS-14 grade level or higher. Specialized experience is defined as documented experience that has provided an advanced and detailed knowledge of Vocational Rehabilitation programs. Specifically, an in-depth knowledge of testing and evaluation, rehabilitation, job development and job placement, and demonstrated comprehensive experience in ALL of the following: Conducting assessments of both the local labor market and employability.

Active involvement in the development of appropriate vocational goals and subsequent objectives outlines in rehabilitation plans. Providing case management services to customers while pursuing their rehabilitation plans (e.g., personal contact regarding achievement of vocational goals, referral for medical or ancillary services, and responding efficiently to rehabilitation concerns); and Written and oral communication skills in explaining the benefits and services available through the rehabilitation program.

Candidates must also have demonstrated in their work experience or training that the possess the qualities to successfully supervise subordinates and to operate and manage a successful program area. If you are a current VBA employee seeking reassignment or change to lower grade via this vacancy announcement, you must currently hold the GS-15 (or higher) and the promotion potential of your current position must be at least Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.

Physical Requirements: The position is primarily in an office setting.
