About this role

In addition to the minimum qualifications described above, you must meet the following specialized experience to be considered qualified for the position: To qualify for the SV-J Pay Band (equivalent to GS-14), you must have one year of specialized experience at the SV-I or GS-13 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position.

Specialized experience is defined as: Experience in business resource planning and execution, negotiation tactics, management advisory services, and cooperative efforts sufficient to direct analytical and evaluative work relevant to program operations and the management of organizational efficiency and productivity. Program management and organizational principles /practices sufficient to: a) analyze and execute organizational programs, policies, rules, and regulations; b) manage and direct a program, establish overarching priorities, and determine resource requirements (e.g., budget considerations, staffing requirements, etc.); and c) monitor and evaluate the progress and outcome of pertinent program objectives.

Knowledge of a wide range of quantitative and qualitative analytical and evaluative methods sufficient to: a) evaluate and measure indicators of system or program performance; b) prescribe the necessary actions to improve program operations; c) anticipate program direction or future needs in order to develop strategic plans, policies, and initiatives to leadership for the assurance of meeting program goals and objectives; and d) to design, lead, and conduct complex studies that guide both leadership and influence workforce management decisions.

Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
