Bachelor's degree or higher from an accredited educational institution authorized to grant baccalaureate degrees. In Addition to the Basic Requirement Above: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-13 for the GS-14) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized Experience Is Defined As: Applying acquisition regulations, contracting principles, laws, statutes, executive orders, procedures and policies applicable to pre- and post-award actions sufficient to effectively award and administer contracts for a variety of problem areas; develop policies, procedures and acquisition instructions with regards to an organization's acquisition mission; and provide training and advice to other analysts on contracting policies, regulations and directives.
