About this role

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience include: (1) Directing a staff in the planning and execution of multiple, diverse programs and capabilities.

(2) Using Deliberate and Crisis Action Planning (DCAPES) for planning and execution necessary to provide allocated forces to the Combatant Commander. (3) Organizing activates expeditionary units, ensuring sustainability and managing all deploying force requirements. (4) Providing commanders with continuous accountability and organization capability through a 24/7 Central Site PERSCO with PERSCO teams deployed throughout the theater, providing vital functional experts to a Crisis Action Team during contingency events.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Expert knowledge of AF and Joint deliberate and crisis action planning processes, expeditionary organizational concepts, and command and control of deployed forces in both joint and AF expeditionary structures; of Contingency Planning with emphasis in determining and managing wartime requirements, force sustainment, bed down, mortuary affairs, determining manpower and organization requirements.

Possesses of thorough understanding of key military documents such as National Security Strategy, National Defense Strategy, Air Force and Joint Doctrine, Theater Campaign Plans, and Operations Orders as they apply to a Service Component Headquarters. Knowledge of safety and security regulations, practices, and procedures. Expert ability to plan, organize, and direct the functions and staff of a small to medium sized organization; to lead, prioritize and direct work; to effectively negotiate and persuade other managers and senior staff members to accept and implement recommendations.

Expert skill in communicating both orally and in writing, provide informational briefings to senior leaders at the O-6 or higher level; and ability to establish and maintain effective and positive working relationships with internal and external counterparts and senior leaders. Knowledge and understanding of Global Force Management policies, Deliberate and Crisis Action Planning and Execution Segments (DCAPES), Joint Operations Planning and Execution System) JOPES, Manpower Programming and Execution System (MPES), Manpower Military Personnel Appropriation Man-Day Management System (M4S), Joint Training Information Management System (JTIMS), Defense Readiness Reporting System (DRRS).

Expert knowledge of a wide range of qualitative and quantitative methods, management and organizational principles necessary to conduct assessments, analyses and successful execution of steady state and crisis action planning, deployments, sustainment, organization and rotation of forces for a variety of operations consisting of humanitarian assistance, disaster relief, counter drug/counter narcotics and intelligence, surveillance and reconnaissance.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. ADDITIONAL CONDITIONS OF EMPLOYMENT: This is a key position. Incumbent must be removed from their military recall status if alternatives for filling the position during an emergency are not available.

The incumbent may be required to take part in test alerts and practice exercises. Mobilization-key position is a key position under the provisions of AFI 36-202, civilian mobility. The duties of this position meets all requirements as a category 4 designation and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively.

This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve").
