QUALIFICATION REQUIREMENTS: SPECIALIZED EXPERIENCE: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the next lower level within the payband, IR-02, or grade in the normal line of progression in the Federal service. Specialized experience would include one (1) year of substantive supervisory or program management experience at the GS-14 level or equivalent level manager or comparable management or leadership experiences outside of Federal service.
To be qualifying for this position your experience must be sufficient to demonstrate: Experience applying management techniques, methods, theories, principles, and labor relations concepts, sufficient to assure optimum utilization of personnel, equipment, and space, and to accomplish program objectives through combined technical and administrative oversight. Experience applying appropriate operations, policies, applicable laws, regulations, rules, practices, procedures, and techniques sufficient to provide oversight and direction in the planning, development and implementation of the technical aspects of programs directly related and/or specific to the position being filled.
Experience working on major programs segments, organizational structures and/or functional responsibilities specific to the position being filled. Collaborating and/or assisting with Enterprise Information Technology (IT) and Strategic Planning, Measures & Analysis (SPMA) to oversee the implementation of service-wide contracts that include computer equipment and employee profiling for system access. Overseeing the software development life cycle, including the Federal Information Security Management Act (FISMA), to prioritize and manage the execution of projects and programs, including security.
