About this role

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications. To qualify for the Grade 15, you must have at least one year of specialized experience equal or equivalent to the GS-14, it must include: Experience managing, executing, and evaluating administrative, technical, and financial program operations such as formulating and executing substantial budgets, establishing strategic goals, performance metrics, and compliance with fiscal regulations and organizational practices.

AND Experience managing technical performance of contract support activities to include establishing standard operating procedures and staffing resources for a multi-disciplinary workforce. AND Experience as an advisor to senior leadership providing data analysis to improve organizational efficiency and collaborating with various offices to develop or streamline policies and procedures. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Human Capital Management- Builds and manages workforce based on organizational goals, budget considerations, and staffing needs.

Ensures that employees are appropriately recruited, selected, appraised, and rewarded; takes action to address performance problems. Manages a multi-sector workforce and a variety of work situations. Financial Management-Understands the organization's financial processes. Prepares, justifies, and administers the program budget. Oversees procurement and contracting to achieve desired results. Monitors expenditures and uses cost-benefit thinking to set priorities.

Performance Measurement - Knowledge of the principles and methods for evaluating program or organizational performance using financial and nonfinancial measures, including identification of evaluation factors (for example, workload, personnel requirements), metrics, and outcomes. For all types of consideration, experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social).
