QUALIFICATION REQUIREMENTS IR-01 SPECIALIZED EXPERIENCE: To be minimally qualified for this position you must have at least one year of specialized experience equivalent to the next lower level payband or GS grade in the normal line of progression. Specialized experience would include one year of substantive supervisory or program management experience at the GS-13 or GS-14 level or equivalent level manager or comparable management or leadership experiences outside of Federal service.
To be qualifying for this position your experience must include: Applying management techniques, methods, theories, principles, and labor relations concepts, sufficient to assure optimum utilization of personnel, equipment, and space, and to accomplish program objectives through combined technical and administrative oversight. Planning, directing, and evaluating work of subordinate managers, employees, and/or others with consideration of customer impact, stakeholder engagement, and service delivery outcomes.
Applying appropriate policies, applicable laws, regulations and procedures to provide oversight and direction in the planning, development and implementation of the technical aspects of Taxpayer Services programs. Applying budgetary concepts and procedures and cost benefit analysis techniques to monitor program effectiveness and recommend financial operational change. Leading data analysis and program evaluation on major programs segments, organizational structures and/or functional responsibilities to drive performance improvements and operational change.
