QUALIFICATION REQUIREMENTS: To qualify for this position, you must meet the qualification requirements outlined below. SPECIALIZED EXPERIENCE IR-06: To be minimally qualified for this position you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the next lower level within the payband or GS grade in the normal line of progression in the Federal service that demonstrates the required managerial skills and technical competence required to perform the job.
To be qualifying for this position your experience must include: Experience with HR principles, personnel actions, and pay processing systems, using current HR best practices, concepts, and methods to implement existing and/or develop new guidance for HR services that meet the business requirements and needs of customers internal and external to IRS. Experience applying a wide variety of HR applications, personnel operating systems, and protocols, including the Guide to Processing Personnel Actions (GPPA), HRConnect, Code of Federal Regulations, Civilian pay and salary policies, Inquiry and Correction (EPIC) System, Payroll/ Personnel Report Generator System (CULP) Report, Suspense Inquiry (SINQ), and History Corrections Update Processing (HCUP).
Experience providing the full range of personnel management advice, assistance, and related services to management officials and IRS employees on complex issues related to personnel, compensation, and coordinating and collaborating with internal and external stakeholders in the HR personnel and pay support workforce to resolve problems, issues, and/or address questions related to the work. AND You must also meet the following requirement(s): TIME AFTER COMPETITIVE APPOINTMENT (TACA): By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
