SUPERVISORY FINANCIAL SPECIALIST

About this role

In order to qualify, you must meet the quality experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position.

Examples of creditable experience include the formulation, development, and execution of budgets, financial plans, and multi-year programs required to fund and meet resource requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Mastery of all aspects of financial management related to acquisition funding, budget formulation/development/execution, cost estimating/scheduling, and associated cost analysis involved in complex, high-risk programs related to the development, acquisition, and sustainment of electronic and aeronautical weapon systems, subsystems, and equipment.

2. Ability to develop, manage, control, and evaluate financial management, budgeting, and costing methods, practices, processes, and related automated systems. 3. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. 4. Skill in analyzing, combining and consolidating budget estimates of subordinate components and programs into a budget document which reflects the balanced, multi-year funding needs of the agency or organization.

5. Skill in designing and conducting comprehensive management studies, and preparing solutions to especially broad, important, and severe management problems. This is a Financial Management Level 2 Certified position IA W the national Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
