BASIC REQUIREMENT: A. Degree: Bachelor's or higher degree in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting.

The 24 hours may include up to 6 hours of credit of business law. (The term "accounting" means accounting and/or auditing for this occupational series. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor".) OR B. Combination of Education and Experience: At least four years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge with a background that also includes one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality.

This can include up to 6 hours in business law; Certificate as a Certified Public Accountant (CPA) or Certified Internal Auditor (CIA), obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester hour requirement of Paragraph A above, provided that (a) the applicant has successfully worked at the full performance level in accounting, auditing, or a related field, e.g., valuation engineering of financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in Paragraph A above; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

In addition to meeting the Basic Requirement above, applicants must also meet the appropriate Minimum Qualifications requirement below for the grade level(s) to which they are applying. MINIMUM QUALIFICATIONS: SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level [GS-12] in the Federal service.

Specialized experience for this position is defined as: Serving as a technical expert in financial and accounting processes and procedures by assisting team members, coworkers on assigned projects or tasks; Providing support for newer staff on interpreting policies and regulations; Identifying trends or deviations to develop corrective action plans; and Gathering, analyzing, and applying problem solving methods to complete financial projects in an efficient manner.

Time-in-Grade: Current career or career-conditional GS employees of the Federal government, or former career or career-conditional GS employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b). Note: Time-In-Grade requirements also apply to current career or career-conditional federal employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
