Senior Training and Education Specialist

You must meet the minimum qualification requirements as stated in the Office of Personnel Management (OPM) Operating Manual, Qualification Standards for General Schedule Positions, www.opm.gov/qualifications/Standards/group-stds/gs-prof.asp Specialized Experience: You must have one year of specialized experience at the GS-13 or equivalent level.

Specialized experience must be documented in your resume. Specialized experience is defined as: development of strategic plans and training development for an organization, experience in development and implementing training policy, programs and systems for a program area and experience in writing and/or editing a variety of materials for higher level review and approval to support a training program. Definition of Well Qualified: Experience leading the planning, design, and evaluation of agency-wide adult education and professional development programs.

This includes formulating multi-million dollar program budget requirements (such as Operations and Maintenance funding) and utilizing strategic frameworks (such as the Balanced Scorecard) to align training with organizational objectives. Additionally, it requires serving as a principal advisor to senior leadership and external stakeholders on educational policies, and evaluating programs to ensure compliance with national accreditation standards (such as NASBA or COE).
