MANDATORY TECHNICAL QUALIFICATIONS (MTQs): The application process used to recruit for this position is RESUME-ONLY. Applicants must show clear evidence of the Mandatory Technical Qualifications (MTQs) embedded within their resume. The resume-based application must not exceed two (2) pages i.e., one (1) page double-sided or two (2 ) pages one-sided. To meet the minimum qualifications for this position, candidates must possess a minimum of one year of specialized experience at or equivalent to grade level GS-15.

Specialized experience is defined as the demonstrated ability to perform the duties of the position, including progressively broad and complex experience directly related to the skills and abilities outlined under the Mandatory Technical Qualifications (MTQs) below. MTQ 1: Demonstrated experience in the following areas: budgetary concepts; financial accounting and reporting; internal controls; cost accounting; and financial system implementation and operations in a large organization.

MTQ 2: Demonstrated experience in applying organizational guidance (equivalent to OMB Circular A-123, Management's Responsibility for Internal Control - Revised) to improve program effectiveness and results; establish internal controls; comply with laws, regulations, and organizational policies; and prospective analysis. There is NO requirement to prepare a narrative statement specifically addressing the Mandatory Technical Qualifications (MTQs).

Time-in-grade requirements do not apply to SL positions. Qualification requirements must be met by the closing date of this announcement.
