SPECIALIZED EXPERIENCE: To be minimally qualified for this position you must have at least one (1) year of specialized experience equivalent to the next lower level payband or GS grade in the normal line of progression. Specialized experience would include one year of substantive supervisory or program management experience at the GS-13 or GS-14 level or equivalent level manager or comparable management or leadership experiences outside of Federal service.
To be qualifying for this position your experience should be sufficient to demonstrate: Experience planning, coordinating, monitoring, and evaluating programs, projects, and organizational initiatives involving competing priorities, changing requirements, resource considerations, and stakeholders across organizational functions. Experience conducting strategic planning by evaluating legislative and policy proposals, organizational priorities, emerging issues, and program requirements to develop long-range strategies, implementation plans, and program objectives.
Experience analyzing program operations, organizational performance, workload trends, operational risks, policy and legislative impacts, and resource utilization to identify issues, evaluate alternatives, and develop recommendations supporting program and organizational decisions. Experience establishing program objectives, performance measures, accountability processes, and evaluation criteria to assess program performance, monitor accomplishments, and recommend operational improvements.
Experience applying Federal tax laws, regulations, Internal Revenue Service program requirements, compliance guidance, and related policies in the administration and implementation of organizational programs and initiatives. Experience evaluating financial information, budget and cost data, staffing requirements, workload information, and resource utilization to develop recommendations supporting program planning, operational priorities, and the allocation of financial and human resources.
