About this role

QUALIFICATION REQUIREMENTS: SPECIALIZED EXPERIENCE: To be minimally qualified for this position you must have at least one (1) year of specialized experience equivalent to the next lower level payband or GS grade in the normal line of progression. Specialized experience would include one year of substantive supervisory or program management experience at the GS-13 or GS-14 level or equivalent level manager or comparable management or leadership experiences outside of Federal service.

To be qualifying for this position your experience must be sufficient to demonstrate: Applying management techniques within workforce management and human capital policies and procedures. Assuring optimum utilization of personnel, equipment, and space and accomplishing program objectives through combined technical and administrative oversight. Addressing employee and labor relations matters, including workplace flexibilities leave administration, reasonable accommodations, and other workforce management responsibilities.

Planning, directing, and evaluating work of subordinate managers, employees, and/or others. Applying budgetary and fiscal management principles to establish, maintain, and support organizational operations, including the effective oversight and management of financial resources. Working with systems and operational processes that influence assigned functions, including making informed decisions related to workflow, production, and quality.

Working closely with program officials or comparable agency-level staff personnel in the development of data, securing legal opinions, preparation of position papers and/or legislative proposals. Negotiating to resolve differences of opinion among supervisors, staff personnel, and employees in the committing of resources to achieve program goals. AND You must also meet the following requirement(s): TIME AFTER COMPETITIVE APPOINTMENT (TACA): By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
