About this role

TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications.

TQ 1. Knowledge of project development, infrastructure life-cycle management and planning, installation planning, land use, site development, environmental compliance, facilities design and construction critical processes, utilities planning, communication infrastructure planning/design, anti-terrorism/force protection requirements, historic preservation requirements and community interface/interaction management techniques/tools.

TQ 2. Knowledge or experience in Federal and DoW acquisition, life cycle management, and energy policy, mandates and goals. Demonstrated expertise in the Planning, Programming and Budgeting System and related budget development and program management for the full lifecycle of infrastructure programs. EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs.

ECQ 2: Driving Efficiency - This core qualification involves the demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades. ECQ 3: Merit and Competence - This core qualification involves the demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality.

ECQ 4: Leading People - This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable. ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors.

Note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs. Instead, you should attach proof (e.g., SF-50, Certification by OPM's SES Qualifications Review Board (QRB)) of your eligibility for noncompetitive appointment to the SES. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. This is a Key Leadership Position (KLP), as defined by the Defense Acquisition Workforce Improvement Act (DAWIA) that has a significant level of responsibility to the success of major acquisition programs. KLPs receive special attention with regard to qualifications and accountability.

Additionally, in accordance with DON policy, the incumbent must meet requirements cited below, unless a waiver* is granted by the DON Senior AcquisitionExecutive (SAE) designated approving official: Certified in the Program Management Functional Area at the Advanced Tier 10 years acquisition experience in an Acquisition Workforce position, at least 4 years of which was performed while assigned to a Critical Acquisition Position Served as Program Manager (PM) or Deputy PM.

Complete program manager's course at the Defense Systems Management College (PMT 4010 & PMT 4020) within 6 months of tenure start date. Other special statutory requirements as applicable to the position. A minimum of 80 Continuous Learning points must be earned every two years. *Waivers do not remove a position requirement and shall not exceed 24 months in length.
