Program Analyst (Data Analytics)
About this role
Specialized Experience: You qualify for the GS-13 grade level if you possess one year of specialized experience, equivalent to the GS-12 grade level in the Federal government, performing the following duties: Serving as a data analyst to support solutions for privacy compliance, disclosure avoidance, and applying a variety of analytical approaches to solve DHS mission focused policy, methodologies, and/or administrative problems in a fast -paced environment.
Exercising project management and IT systems development with Agile methodology; leading and integrating data lifecycle management activities and data quality measures; improving the collection of data from varying sources, formats, and quality and preparing them for analysis and dissemination. Supporting technical data lifecycle processes, including data collection, ingestion, transformation, validation, quality checks, metadata, lineage, storage, access, and dissemination, with experience applying that understanding to support data governance, data quality, standards, and stewardship activities.
Applying programming, statistical, business intelligence, or data management tools to advance enterprise data governance objectives, including evaluating large datasets for quality, consistency, completeness, lineage, and usability; supporting data standards and metadata practices; communicating governance insights through dashboards, reports, or other decision-support products; and presenting the findings of subject matter experts and data analysis to policymakers and non-technical audiences.
This position has a Selective Placement Factor (SPF). If your resume doesn't demonstrate possession of the SPF, you will be rated ineligible. The SPF for this position is: Demonstrating experience in data governance and data integration within statistical frameworks or platforms supporting immigration operations or policy, trade, emergency management, counter terrorism, law enforcement, or counter drug operations. Substitution of education in lieu of specialized experience may not be used for this grade level.
All qualifications and eligibility requirements must be met by the closing date of the announcement. Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement. Note: Current or former Federal employees MUST submit a copy of their SF-50 Form which shows competitive service appointment ("position occupied" block 34 on the SF-50 should show a "1"), tenure group (block 24 should show a 1 or 2), grade, and salary.
