Applicants applying for the GS-14 must meet the following requirement: Have at least one full year of specialized experience that is at least equivalent to work performed at the GS-13 grade level. Specialized experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Qualifying experience must demonstrate the following and your experience includes performing ALL of the tasks listed as part of your regular duties: 1) Evaluating programs and recommending improvements to operations and/or procedures; 2) Developing plans and strategies to improve program effectiveness; 3) Analyzing staffing needs and resource allocations to improve operational efficiency 4) Providing advice and recommendations to management on program matters; 5) Leading projects and improving processes to meet organizational needs.
