About this role
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions, SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience equivalent to the GS-12 level (or equivalent in other pay systems) in the federal service in which equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position.
Specialized experience is experience which includes developing, implementing financial management policy to include training and cultivating a continuous learning environment of financial workforce products and services. To view additional qualification information, click on the following link: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/0300/management-and-program-analysis-series-0343/ KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of agency management engineering and organization principles, concepts, and methodologies and financial management directives, concepts, procedures, guidance, and policy.
Knowledge of the organization, programs, missions, and functions of the agency organizations to conduct studies to determine manning and skill levels to staff agency portfolio activities. Expert knowledge or manpower resource management principles and techniques to include manpower programming/allocation/requirements processing. Skill in gathering, assembling, and analyzing facts; drawing conclusions; devising solutions to problems; identifying changes and trends; and preparing the preparing the presenting briefings and reports.
Knowledge of the relationship of various agency entities involved in overall planning and execution or operations and evaluations and the way the Planning, Programming, and Budgeting Executing (PPBS) process supports them. Ability to communicate clearly concisely and with technical accuracy, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
