About this role

Conditions of Employment (Cont.) AF military rated aviator experience (e.g., pilot, navigator, air battle manager) is critical to the successful completion of the work. Rated background required. Exercise planning experience preferred. General knowledge of JOPES and DCAPES usage for the development of an exercise TPFDD & DRMD is highly desire. This position is emergency-essential (E-E). In the event of a crisis situation, the incumbent, or designated alternate, must continue to perform the E-E duties until relieved by proper authority.

The incumbent or the designated alternate may be required to take part in readiness exercises. This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization of function effectively. This meets the criteria of an E-E position and requires that the incumbent, or the designated alternate, be removed from any military recall status." Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Management and Program Analysis Series 0343.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations toward development and/or improvement of critical command plans and programs for conducting major operations such as war, mobilization, rescue, mission and flying operations, deployment, rescue, or similar operations; Knowledge of 5a AF/AFFOR and parent military command structure, missions, programs, and organizational relationships and program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events; Knowledge of the various 5a AF/AFFOR entities involved in overall planning and execution of operations and evaluations; Ability to plan, organize, and develop studies or projects, making recommendations on substantive operating programs, and negotiate effectively with others to accept and implement recommendations, where the proposals involve substantial resources; Skill in designing and conducting comprehensive studies, and developing solutions to assigned portions of broad, important, and severe command operational and contingency areas.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a wide range of qualitative and/or quantitative methods to participate in the assessment and improvement of numbered Air Force (NAF) level accomplishment of command-directed plans and programs aimed at conducting major operations such as rescue, mission and flight operations, tactical airlift, deployment, mobilization, exercises, and other similar operations.

This includes the associated knowledge of Air Force and command-sponsored program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning and development actions related to actual events. Knowledge of the relationship of the various command entities involved in overall program planning and execution of military operations and evaluations.

Knowledge of and skill in the application of Air Force rated aviator (e.g., pilot, navigator) expertise as it applies to assigned programs is required. Background in plans and exercises (CPXs or FTXs) preferred. Experience in C-130 (tactical airlift) mandatory. Knowledge of assigned weapons systems, skill in designing and conducting comprehensive studies and preparing solutions to resolve substantive problems/issues of effectiveness and efficiency of work operations related to NAF operational and contingency areas of responsibility.

Ability to plan, organize, and negotiate effectively with management to accept and implement recommendations, where proposals could involve substantial resources and/or require extensive changes in established concepts and procedures. Ability to communicate effectively both orally and in writing; negotiate complex issues; and maintain good working relationships. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience.
