About this role

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Management and Program Analysis Series 0343. SPECIALIZED EXPERIENCE for GS-09: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems.

Examples of specialized experience includes knowledge of the principles, concepts, theories and practices of manpower and personnel issues, program management, planning, programming, and budget analysis principles, and the standard practices, methods, techniques of the occupation sufficient to perform moderately difficult, but well-precedent assignments, operations, evaluations, programing, planning and budgeting. Knowledge of analysis, evaluation, fact-finding, and investigative techniques in order to gather data, identify significant factors and recommend a solution from a number of possible alternatives.

Practical knowledge of mission, functions, goals, objectives, work processes, and sources of funding for assigned budget activities in order to facilitate budget development and execution. OR EDUCATION: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B., if related in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position.

OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level.

TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: GS-09 Knowledge of the principles, concepts, theories and practices of manpower and personnel issues, program management, planning, programming, and budget analysis principles, and the standard practices, methods techniques of the occupation sufficient to perform moderately difficult, but well-precedent assignments.

Knowledge of analysis, evaluation, fact-finding, and investigative techniques in order to gather data, identify significant factors, and recommend a solution from a number of possible alternatives. Knowledge of the occupation to perform studies and prepare reports, documentation, and correspondence to clearly communicate factual and procedural information. Skill in applying the principles, concepts, and practices of the occupation sufficient to perform moderately difficult assignments.

Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing, as well as work in a team comprised of peers and management. Demonstrated ability to learn and apply analytical investigative techniques to accomplish work in the subject-matter field. GS-11 Knowledge and skill in applying analytical, evaluative, qualitative and quantitative techniques for analyzing and measuring effectiveness, efficiency, and productivity of programs.

Ability to plan, organize, and develop studies or projects, and to negotiate effectively with management to accept and implement recommendations where the proposals involve substantial resources and require extensive changes in established concepts and procedures.

Ability to communicate effectively both orally and in writing, negotiate complex issues, and ability to lead and effectively participate in teams. Knowledge of regulations and processes associated with civilian personnel actions and documents relating to classification, performance evaluation, promotion, separation, hiring, career development, and maintenance of unit manpower documents for the directorate. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience.
