PROGRAM ANALYST

About this role

Position is designated special-sensitive and requires the employee obtain and maintain a TOP SECRET (TS) security clearance with eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.

This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions present a clear threat to the mission of the Air Force, national security, and public safety. It is required that you (a) refrain from the use of illegal drugs and (b) if requested, submit to urinalysis testing. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Management and Program Analysis Series, 0343.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11, or equivalent in the Federal Service. Specialized experience includes expert knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of command level plans and programs for conducting major operations such as Orbital Warfare (OW), Offensive Space Operations (OSO), Defensive Space Operations (DSO), Space Superiority Operations, Space and Electronic Warfare (SEW), Space Domain Awareness (SDA), Space Command and Control (C2), Combined Joint All Domain Command and Control (CJADC2), Nuclear Command, Control and Communications (NC3), Battlespace Awareness (BA), Environmental Monitoring (EM), Space Based Environmental Monitoring (SBEM), Nuclear Detonation (NUDET), Missile Warning/Missile Tracking (MW/MT), Satellite Communications (SATCOM), Positioning, Navigation, and Timing (PNT), strategic and tactical intelligence, surveillance and reconnaissance (ISR), Planning, Programming, Budgeting, and Execution (PPBE), acquisition, special operations, or similar operations; knowledge of military (including command level) program goals and objectives; the sequence and timing of key operational events and milestones; methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of the various command entities involved in overall program planning and execution of military operations and evaluations; and in-depth knowledge of the application of military space operations as applicable to COCOM objectives, operational outcomes, plans and programs as applicable.
