The Procurement Manager leads direct and indirect procurement activities to secure the materials and services needed to support company operations and government contracts. The manager oversees sourcing, supplier selection, negotiations, purchase orders, and supplier performance while ensuring compliance with applicable Federal Acquisition Regulation (FAR) requirements, contract terms, and company policies. Responsibilities include maintaining accurate, audit-ready procurement documentation, managing supplier risk, and improving cost, quality, and delivery.

Working closely with program management, finance, contracts, and operations, the Procurement Manager develops the procurement team and ensures purchasing decisions support business objectives with integrity and accountability. Requirements Bachelor’s degree in supply chain management, business, finance, or a related field; equivalent relevant experience considered. 5+ years of progressive procurement, purchasing, subcontract administration, or supply-chain experience, including team or program leadership.

Demonstrated experience supporting government contracts and maintaining compliance with applicable FAR requirements; DFARS experience strongly preferred for defense-related work. Experience creating and maintaining complete procurement files, including requisitions, solicitations, competitive-bid documentation, source-selection rationale, price/cost analyses, negotiations, purchase orders, modifications, and closeout records.

Working knowledge of mandatory FAR/DFARS subcontract and purchase-order flowdown clauses, supplier responsibility checks, and documentation required for audit or Government review. Experience with subcontractor and supplier management: sourcing, qualification, negotiation, performance management, issue resolution, and risk mitigation. Knowledge of procurement policies, internal controls, delegated authority, approval workflows, and segregation-of-duties principles.

Ability to conduct market research, analyze total cost and value, negotiate favorable commercial terms, and deliver measurable savings without compromising quality, schedule, or compliance. Experience using ERP/procurement systems (NetSuite is a plus) and advanced Excel or comparable data-analysis tools. Experience supporting cost-reimbursement, time-and-materials, and fixed-price Government contracts. Familiarity with small-business subcontracting requirements, supplier diversity, SAM exclusion checks, and consent-to-subcontract requirements when applicable.

Professional certification such as CPSM, CPPM, CFCM, CPCM, or NCMA certification. Experience leading procurement transformation, supplier-risk management, strategic sourcing, or process automation.
