About this role

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/18/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service.

An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to some former Federal employees applying for reinstatement, as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Selective Placement Factor: Applicants must possess an active Federal Acquisition Certification in Contracting (FAC-C) (Professional) from the Office of Federal Procurement Policy's (OFPP) at the time of application. Applicants who do not meet this requirement will be found ineligible for further consideration.

Individual Occupational Requirements: To qualify for this position, you must meet the individual occupational requirements for Contracting Series, 1102 for GS-13 and above: Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. Waiver: When filling a specific vacant position, the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements above. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization.

Examples of specialized experience would typically include, but are not limited to: Serving as senior procurement analyst to a program management office, and representing an agency or department as the program's contractual authority at conferences and meetings to provide enterprise procurement policy leadership, coordinate department wide procurement initiatives, and resolve procurement issues (e.g. stemming from the newness or complexity of the system or program, the departure from previous approaches, intergovernmental requirements, or comparable conditions) that involve legislative, regulatory, or industry sensitivities utilizing broad understanding of the Services Acquisition Reform Act (SARA), Office of Management and Budget (OMB) Circular A-123, and the overall procurement federal regulatory environment; Making independent, technically authoritative determinations in accordance with Federal Acquisition Regulation (FAR)/ VA Acquisition Regulation (VAAR) regarding enterprise procurement policy development, regulatory interpretation, internal control oversight, departmental assessments, responses to congressional and audit inquiries, and participation in interagency teams evaluating alignment with management objectives, achievement of program goals, compliance with acquisition or review plans, appropriateness of business arrangements, and contributions to mission success over short and long term (approximated five years) pre-award and /or post-award procurement actions; or Developing and refining procurement methods and policies across the pre-award and post-award phases to modify contractual funding arrangements, reduce costs, and improve the effectiveness and performance of procurement programs throughout the agency working to balances programmatic and technical requirements, contractor interests, statutory and regulatory obligations, and prevailing socioeconomic conditions to support decisions grounded in sound business judgment and aligned with the Government's best interests.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Note: Resume must include job title and employer name, number of hours worked per week, start and end dates (including month and year), list of duties and responsibilities for each position held. In addition, if the experience was a federal position, you must list series and grade for each position held. Failure to include this information may result in an ineligible rating.

A full year of work is considered to be 40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary.

To be qualified you must submit appropriate documentation (a copy of the agency notice, your most recent performance rating, and your most recent SF-50 noting current position, grade level, and duty location) and be found well-qualified for this vacancy. To be found well qualified, applicants must meet the following qualifications: Hold an active Project Management Professional (PMP)® certification from the Project Management Institute (PMI); Possess six years of program or project management experience, to include a minimum of two years of experience on Federal programs and projects, within the last ten years: and Holds an active Federal Acquisition Certification for Program and Project Managers (FAC-P/PM) at the Senior Level from the Office of Federal Procurement Policy's (OFPP).
