PROCUREMENT ANALYST
About this role
This is a GG-12 position in the Defense Civilian Intelligence personnel System (DCIPS). The GG-12 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-12 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the basic requirements defined in 10 United States Code (USC).This standard implements requirements contained in Title 10, United States Code, Sections 1723 through 1733, as amended by Section 861(b) of the National Defense Authorization Act for Fiscal Year 2020 (Public Law 116-92) and implemented on a policy exception basis by Under Secretary of Defense for Acquisition and Sustainment memorandum, Exception to 24 Semester Hours Requirement for Contracting Positions, effective and dated August 2, 2020, which removed the statutory requirement for contracting professionals to complete at least 24 semester credit hours (SH) (or equivalent) of study from an accredited institution of higher education.
EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Knowledge of procurement statutes, executive orders, policies, and regulations to write operating procedures implementing policy, to interpret procurement regulations and policy for the Center and to identify and analyze procurement issues and assess the impact on the Center and servicing agencies procedures.
Extensive knowledge of pre-award and post-award practices, sufficient to conduct studies of problem areas and develop standard methods and operating procedures. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Conversant on a wide range of Federal contracting laws, executive orders and federal and agency regulations sufficient to perform price and cost analysis.
