About this role

Selective Placement Factor: This position has an SPF which is current registration as a Professional Engineer (PE) or Architect (RA) from any state, the District of Columbia, Guam or Puerto Rico. Note: You must provide a copy of your current registration with your application. A copy of a wall certificate that does not show current registration status will not serve to verify you meet this requirement. Your resume must also demonstrate at least one year of specialized experience as a professional Engineer at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: Assembling, organizing, and leading diverse, cross-functional teams to direct complex technical initiatives, successfully deliver multi-stakeholder projects, and execute high-priority defense programs on schedule and within budget; Aligning installation facility and utility infrastructure planning directly with Navy and Marine Corps operational missions and command strategic objectives to determine and fulfill critical Base Operating Support (BOS) requirements; Navigating and leveraging NAVFAC directorate processes, delivery mechanisms, and project programming review boards to systematically advance MILCON and FSRM projects across the complete facility execution lifecycle; Directing and overseeing comprehensive facilities and utilities infrastructure systems across the total asset lifecycle-from initial conception, planning, and design through contract award, post-award construction management, sustainment, and demolition; Applying systems engineering methods, value stream mapping, workflow modeling, and productivity analysis to evaluate multi-entity operational networks, optimize resource allocation, and implement sustainable process improvements; and Conducting advanced performance measurement, cost/schedule risk forecasting, and data analytics utilizing KPIs, MoPs, and MoEs to synthesize complex operational data into executive-level decision matrices, dashboards, and visual reports.
