QUALIFICATION REQUIREMENTS: GS-11 SPECIALIZED EXPERIENCE: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal Service. Specialized experience includes: Preparing evaluations for a segment or phase of a broader project or study. Recommending changes and/or alternative methods, processes, and techniques to improve program and administrative procedures; Utilizing conventional techniques to gather, assemble, and analyze facts, draw conclusions, and devise alternatives.

Preparing draft reports and other guidelines and materials; Providing feedback to the manager regarding critical, sensitive, or confidential matters related to labor-management issues and concerns. Providing guidance related to the agency's grievance process, including labor-management laws and regulations, and the Federal Labor Relations Authority (FLRA) statutes; Creating strategic plans, preparing employee communications, and facilitating employee activities.

Collaborating with various stakeholders to support areas of employee engagement, and guidelines pertaining to the effectiveness of line program operations. Proposing recommendations and conducting studies of employee/organizational efficiency and productivity; OR A Ph.D. or equivalent doctoral degree in in a field demonstrating the knowledge, skills, and abilities necessary to do the work. (e.g., Business Administration) OR Three (3) full years of progressively higher-level graduate education leading to a Ph.D.
