About this role

Resumes must include information which demonstrates experience and knowledge, skills, and ability (KSAs) as they relate to this position. Applicants are encouraged to be clear and specific when describing their experience level and KSAs. A qualified candidate must possess all of the following: 4 years of progressively responsible specialized experience in a wide range of analytical and statistical methods and techniques, sufficient to track, measure, project, and communicate a program's performance Knowledge of quantitative and qualitative techniques for analyzing and measuring effectiveness, efficiency, and productivity of NWW.

Knowledge of a wide range of analytical and statistical methods and techniques, sufficient to track, measure, and project program performance. Knowledge of NWW policies, program, and mission. Knowledge of policy development process sufficient to write, update, and track NWW policy. Knowledge of Federal and agency regulations, CNIC's programs and missions, and pertinent laws, regulations, and policies related to NWW operations and data collection, use, and retention.

Knowledge of agency program goals and objectives, the sequence and timing of key program events and milestones is necessary for effective administration. Knowledge of Health Insurance Portability and Accountability Act (HIPAA), Privacy Act and the Freedom of Information Act. Knowledge of interrelationships with other programs and key administrative support functions. Knowledge of relevant DoW, DON, and CNIC correspondence manuals and practices.

Skill in the use of data science tools, analytics platforms, and data visualization tools (such as PowerBI, Tableau, Qlik, etc) sufficient to provide accurate and relevant program information. Skill in adapting and performing statistical methods and techniques to measure and improve effectiveness and organizational productivity. Skill in applying a wide range of methods for assessment and improvement of program effectiveness or management processes and systems.

Skill in the use of Microsoft Office products, (e.g., Word, Excel, Power Point, etc.). Skill in dashboard creation and management. Skill in database creation and management. Skill in compiling and combining data sets from disparate systems, maintaining and managing datasets, ensuring data security and confidentiality, and recognizing data discrepancies, omissions, and trends. Skill in preparing and presenting reports, dashboards, briefings and recommendations in a clear, concise, organized, accurate, and convincing manner for the intended audience.

Skill in collecting, analyzing, cleaning, validating, modeling, monitoring, and reporting a large volume of complex program data. Skill in effective oral and written communication. Ability to demonstrate the use of organizational skills with particular emphasis on attention to detail and accuracy, ability to negotiate, and ability to work under time pressure without compromising quality of analysis. Ability to analyze and prepare clear, concise, and technically sound reports related to work within the program. Ability to provide recommendations for corrective actions and track until closure.
