About this role

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/25/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS11 position you must have served 52 weeks at the GS09. For a GS12 position you must have served 52 weeks at the GS11.

The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: For a GS-11 position: You must have one year of specialized experience equivalent to at least the next lower grade GS09 in the normal line of progression for the occupation in the organization.

Examples of specialized experience would typically include, but are not limited to: Solves problems/issues quickly and effectively, involving a methodical step-by-step approach to thinking; breaks down complex problems into single and manageable components and considers each part in detail; makes a systematic comparison of various alternatives; notices discrepancies and inconsistencies in available information; identifies a set of features, parameters, or considerations to take into account.

Knowledge of the principles, procedures, and tools of data management, such as modeling techniques, data backup, data recovery, data dictionaries, data warehousing, data mining, data disposal, and data standardization processes. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.

Combination of successfully completed education and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. Only education in excess of a master's or equivalent graduate education may be used to qualify applicants for the GS-11 level. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required.

For a GS-12 position: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade G-11 in the normal line of progression for the occupation in the organization. Specialized experience would typically include, but are not limited to: Qualifying specialized experience includes knowledge of a wide range of qualitative and quantitative methods for analyzing and measuring the effectiveness, efficiency, and productivity of administrative, clinical, and technical programs, along with knowledge of the mission, organization, and work processes of programs throughout the VAMC, and knowledge of health care systems and delivery systems.

An understanding of performance improvement principles, including general systems theory, Lean Thinking, and Six Sigma, and the analytical techniques required to support QSV leadership and the Executive Leadership Team in planning, organizing, and implementing Performance Improvement and High Reliability initiatives. The full performance level of this position is GS12; candidate may be selected at the GS11 or GS12 grade level only.

Promotion Potential: The GS-12 is the Full Performance Level. Preferred Experience: Preferred candidates will have experience serving as a facility-level data analyst supporting hospital performance measurement programs such as SAIL, Hospital Compare, or VSSC indicators. Experience should include independently retrieving and analyzing data from VA systems such as the Corporate Data Warehouse (CDW), VSSC, Pyramid Analytics, or VistA; developing dashboards, scorecards, or data visualizations (e.g., using Power BI); and preparing narrative and statistical reports for senior leadership and committees.

Experience applying Lean, Six Sigma, or other process/systems redesign methodologies to facilitate performance improvement initiatives in a healthcare setting is highly desired. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Physical Requirements: The work is generally sedentary; however, there will be some walking, standing, bending, and carrying of light items such as papers and books. The tasks may require long periods at a desk working on a personal computer or other piece of equipment.

The work also involves coping with complex, persistent demands from a variety of sources that can be regarded as a high-pressure work situation. The analyst will be required to visit all areas of the medical center both on campus and report sites such as CBOCs or leased spaces. Contact with medical center employees, supervisors and top management in all areas of the facility is required.
