About this role

Experience: You qualify for the GS-14 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Providing technical and programmatic leadership for Integrated Product Teams (IPT) and cross-functional stakeholders to resolve communications-related issues, review requirements for completeness and compliance, and ensure projects meet cost, schedule, and performance objectives.

Leading design, development, integration, and implementation of tactical voice, video, and data communications systems, including wireless networks, satellite communications, MESH/MANET, backhaul, and LMR systems. Managing high-value tactical communications acquisition projects by developing acquisition documentation, Statements of Work (SOW), Independent Government Cost Estimates (IGCE), life cycle cost analyses, cost-benefit analyses, schedules, and technical requirements.

Advising senior leaders and management officials on tactical communications technologies, procurement strategies, policy impacts, and program risks, including recommendations involving substantial resources or changes to established procedures. Developing technical briefings, long- and short-range program schedules, planning documents, and management reports to support mission-critical communications programs and acquisition decision-making.

You must: Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 09/25/2026.
