MANAGEMENT AND PROGRAM ANALYST

Conditions of Employment: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions- Management and Program Analysis (0343) SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems.
Examples of specialized experience includes Mastery of a wide range of qualitative and/or quantitative methods for the assessment and improvement of major aspects (e.g., apportionment of combat aviation forces, munitions support, transportation support) Air Force level plans and procedures such as war, mobilization, mobility, exercise, deployment, and similar operations; and to evaluate MAJCOM and Air Staff responses to plans and studies.
Expert knowledge of Air Force program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events. Knowledge of the relationship of the various Air Force entities involved in overall planning and execution of operations and evaluations. Comprehensive knowledge, extensive experience, and proven expertise in Air Force special access program capability requirements and their factors/considerations, analysis of same, determination of improvement options for execution, and related policy/guidance.
Typically, there is a direct, even critical relationship between the possession of subject-matter expertise and successful performance of analytic assignments. Commanding knowledge of DoD, Joint, and DAF structures, missions, programs, policies, and organizational relationships for facilitate effective advancement of Air Force capabilities. Staff experience at MAJCOM, HQ DAF, CJCS and/or OSD is essential and mandatory.
