All qualifications must be met by the closing date of this announcement - 11/09/2026-unless otherwise stated in this vacancy announcement. Competitive candidates must also meet Time-in-Grade requirements as defined in 5 CFR 300, Subpart F. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted.

An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the work schedule requirement as the service dates will be reflected. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience.

Minimum Qualification Requirements: To qualify for this position, you must meet the following minimum qualifications: Applicants must meet one of the following to qualify for the GS-11 level: One year of specialized experience in or directly related to this position that equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of this position. To be creditable, the required specialized experience must have been equivalent to at least the GS-09 level in the Federal service.

Examples of GS-9level work: 1) Participating in the identification and development of data required for use in the management and direction of programs; 2) preparing guidance documents for work plans; 3) researching program methods and establishing procedures for program requirements. Assignments were made with the objectives, priorities, and deadlines defined. Work was planned and carried out independently in accordance with proven techniques, methods, and practices.

Controversial use of approaches or modifications of standard procedures were typically discussed with a designated person before being carried out. **OR applicants may substitute successful completion of 3 years of progressively higher-level graduate education or Ph.D. or equivalent doctoral degree (such as an LL.M, if related). (54 semester hours, 81quarter hours, or the equivalent). **OR a combination of education and experience as listed above.
