Lead Contract Specialist

CANDIDATES FOR THIS POSITION MUST MEET THE FOLLOWING BASIC EDUCATION REQUIREMENTS AS LISTED UNDER EDUCATION IN ADDITION TO SPECIALIZED EXPERIENCE.
Specialized Experience is experience that has equipped applicants with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, you must possess one full year (52 weeks) of specialized experience equivalent to the next lower grade in the Federal service: For this position, the next lower grade level is a GS-13.
Specialized experience for this position includes: Experience leading the planning, negotiating, and administration of federal acquisitions of goods, systems, and services from acquisition planning through contract closeout. Experience interpreting the Federal Acquisition Regulation (FAR) and supplemental acquisition policies to identify and analyze procurement issues and their impact. Experience selecting appropriate contract types and pricing structures for complex procurements.
Experience reviewing or auditing acquisitions to present findings and recommend corrective actions. Experience developing and preparing new and innovative procurement methods and approaches to better achieve agency objectives. Experience providing contract and procurement coaching, direction, or resolution of complex problems to peers and/or customers. Experience performing the duties of a warranted Contracting Officer, executing and administering contract actions.
CANDIDATES FOR GS-14 GRADE LEVEL MUST MEET THE FOLLOWING BASIC REQUIREMENTS: A. Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.
