Such experience is typically in or directly related to the work of the position to be filled. Qualifying experience would be demonstrated by hands-on administration and troubleshooting of Voice over IP (VoIP) systems, along with experience managing analog voice gateways. Candidates must demonstrate the ability to perform inside plant work, including cable management and equipment installation in a data center, and use service management systems to document and resolve customer service requests for both modern and legacy telecommunication services.

Qualifying experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined: (1) Attention to Detail: Manages and maintains a comprehensive inventory of telecommunications equipment with near-perfect accuracy (99%+). This includes inside plant responsibilities such as meticulously documenting every cable run, switch port, and VoIP handset.

Processes all service requests in the CAIRS database, ensuring user profile modifications and E911 location data are flawless. Demonstrates precision in physical tasks within the tech control facility, including cable management and equipment installation. (2) Customer Service: Serves as a technical point of contact for a large user base (5,000+), fielding requests for adds, moves, and changes within both modern Unified Call Manager systems and traditional analog lines.

Conducts site surveys to develop tailored solutions for VoIP, and analog services. Directs and coordinates trouble resolution for the full spectrum of telephony platforms, assisting users with everything from VoIP feature configuration to troubleshooting issues on analog devices. (3) Oral Communication: Briefs technical solutions, such as VoIP migrations or network cutovers, to diverse groups of technical and non-technical stakeholders.

Leads and participates in meetings to coordinate projects like Unified Call Manager upgrades or large-scale physical cabling installations. Serves as a go-to resource for clear and concise answers on a wide range of topics, from DSN dialing patterns and VoIP features to the capabilities and limitations of analog gateways. (4) Problem Solving: Diagnoses and resolves advanced technical issues across the entire communications infrastructure, from the DSN and VoIP systems to legacy analog connections.

Maintains and troubleshoots analog voice gateways, such as the Cisco VG450, to ensure seamless integration of analog devices (e.g., faxes, secure phones) into the VoIP network. Analyzes system logs and performs hands-on troubleshooting in the data center to identify root causes and implement lasting solutions for both digital and analog systems; engaging appropriate stakeholders when developing solutions in order to understand and incorporate multiple perspectives and needs; evaluating the effectiveness of decisions and adjusting future decisions as appropriate.

OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree from an accredited college or university that is directly related to the work of the position.
