About this role

ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT. MINIMUM QUALIFICATION REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the Office of Personnel Management Qualification Standards. TIME-IN-GRADE REQUIREMENTS: Applicants possess one full year (52 weeks) of specialized experience at or equivalent to the next lower grade level or pay band in Federal service or equivalent experience in the private or public sector.

SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector. You may qualify at the GS-11 level, if you meet the following minimum qualification requirement: One year of specialized experience equivalent to the GS-09 grade level in the Federal service or equivalent experience in the private sector that demonstrates the following: 1.

Applying Federal human resources laws, regulations, policies, and procedures to provide staffing and recruitment guidance to managers, supervisors, employees, or applicants; 2. Processing recruitment and personnel actions using automated human resources information systems, such as USA Staffing and/or a comparable personnel system; and 3. Providing assistance and responding to inquiries from applicants, employees, managers, or hiring officials regarding recruitment procedures, vacancy announcements, application requirements, or the status of recruitment actions.

OR A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR A combination of experience and education. (Combinations of successfully completed education and experience may be used to meet total qualification requirements as specified above. The total percentages must equal at least 100 percent to qualify. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-11.) Providing authoritative consultative advice to senior management officials on complex recruitment, staffing, and placement programs in the Competitive and Excepted Services, including interpreting and applying Federal laws, regulations, merit system principles, qualification standards, appointment authorities, veterans' preference requirements, and special hiring or compensation authorities; 2. Managing complex, high-visibility, sensitive, or difficult-to-fill recruitment and placement actions, including conducting or overseeing job analyses; developing recruitment and assessment strategies; establishing rating and ranking criteria; developing technically sound vacancy announcements; evaluating applicant qualifications; resolving complex eligibility or veterans' preference issues; determining appropriate recruitment and placement options; validating selections; and ensuring the propriety and regulatory compliance of personnel actions; 3.

Analyzing and resolving complex or controversial staffing and recruitment problems by researching applicable laws, regulations, OPM guidance, precedents, and agency policies; determining appropriate courses of action; and developing innovative recruitment strategies or alternative staffing solutions to address organizational workforce needs; and 4. Analyzing recruitment data, staffing trends, vacancies, and workforce requirements to identify current and emerging staffing challenges, develop recruitment strategies, improve staffing processes, and provide recommendations to senior management concerning recruitment priorities, hard-to-fill positions, workforce gaps, and program effectiveness.

Quality Rating Factor: DCPDS and USA Staffing experience preferred. Delegated Examining (DE) Certification preferred. Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience.
