HUMAN RESOURCES SPECIALIST (MILITARY)
About this role
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-02, equivalent to the next to lower grade GS-11 or equivalent in the Federal Service.
Specialized experience must include applying basic principles, provisions, laws, regulations, practices and techniques of military personnel. Provide military personnel advisory services to commanders and staff. Ensure accuracy of Personnel Data System and perform functional review of data reliability. Ensure safeguard and proper destruction of classified materials. Review base, training, or staff manning requirements to determine entitlement levels for a given career field.
Advise and counsel management on the enlisted assignments program. Perform reassignment actions pertaining to voluntary and involuntary outbound assignments and temporary duty assignments. Interpret, apply and advise managers and customers on laws, regulations, policies, standards, concepts, or procedures for emergency, wartime, and contingency operation actions. Advise and counsel employees regarding policies, procedures and directives of management and explain performance expectations to employees and provide regular feedback on strengths and weaknesses.
Operate Personnel Data System (MIL-PDS). Plan, direct, and assign work to subordinates based on priorities and deadlines, giving consideration to the difficulty and requirements of the assignment and the capabilities of employees. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. In-depth knowledge of military personnel policies, procedures, rules, guidelines, instructions, etc., and stay abreast of changes thereto, as well as Personnel Data Systems (PDS) and other HR products.
2. Mastery of advanced personnel principles, concepts, practices, analytical methods, a wide range of qualitative and quantitative techniques, and relationships of various disciplines as well as seasoned consultative skill sufficient to resolve complex problems not susceptible to treatment by standard methods. 3. Knowledge of organizational structures and functions across the agency to identify, consider, and present options for the resolution of substantive organizational and program issues involving areas such as resources management, employment planning, and other special programs to bring program policies and operations in line with higher level vision, goals, and objectives.
