Human Resources Specialist (Employee/Labor Relations)
About this role
You may qualify at the GS- 13, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service: Senior-level experience evaluating, drafting, and implementing agency-wide policy guidance and program revisions in the areas of labor and employee relations to address legislative or regulatory updates. Senior-level experience applying a broad range of advanced employee relations laws, regulations, principles, precedents, and policy to serve as a high-level senior advisor across major organizational segments.
Senior-level experience analyzing and solving highly complex, sensitive, and precedent-setting problems to resolve conflicting laws or requirements involving vague and untested areas of case law. You may qualify at the GS- 12, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-11 grade level in the Federal service: Applied experience reviewing local policies, procedures, and collective bargaining agreements to ensure alignment with agency-wide employee and labor relations standards.
Applied experience utilizing advanced employee relations laws, regulations, principles, and precedents to serve as an advisor to management, supervisors, and HR practitioners. Applied experience analyzing complex, sensitive workplace disputes and performance issues to recommend corrective or adverse action strategies that comply with federal personnel law. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. .
