Human Resources Specialist (Classification)
About this role
To meet the minimum qualifications for this position, you must meet the specialized experience qualifications. To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include: Applying position classification standards, functional guides, and HR policies to recommend title, series, grade, and related position data determinations. Conduct desk audits or fact-finding interviews with employees and supervisors to gather information needed for position classification reviews, Prepare position descriptions, evaluation statements, classification reports, or advisory recommendations that support classification decisions.
Coordinate HR classification or position management projects by setting milestones, tracking progress, reviewing deliverables, and communicating with customers or team members. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Classification: Knowledge of classification concepts, principles, and practices related to structuring organizations and positions and determining the appropriate pay system, occupational grouping, title, and pay level of positions.
Organizational Awareness: Knows the organization's mission and functions, and how its social, political, and technological systems work and operate effectively within them; this includes the programs, policies, procedures, rules, and regulations of the organization. Legal, Government, and Jurisprudence: Knowledge of laws, legal codes, court procedures, precedents, legal practices and documents, Government regulations, Executive orders, agency rules, Government organization and functions, and the democratic political process.
For all types of consideration, experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
