IDEAL CANDIDATE STATEMENT The ideal candidate for the Human Resources Specialist position will have experience providing HR advisory and compliance support across multiple functional areas, including staffing, classification, employee relations, performance management, and benefits, particularly in support of senior leadership or executive-level workforces.
The candidate should demonstrate strong analytical skills and problem-solving skills, with the ability to interpret and apply complex federal HR laws, regulations, and policies. Excellent written and verbal communication skills are essential as the position requires advising leadership, collaborating with internal and external stakeholders, and presenting information clearly and professionally. The ideal candidate will also be highly organized, detail-oriented, capable of managing multiple priorities independently, and committed to delivering accurate, timely, and high-quality customer service.
MINIMUM QUALIFICATIONS To be qualified for this position at the GS-13 level, applicants must have one year of specialized experience equivalent to the GS-12 grade level that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of a Human Resources Specialist at the GS-13. Specialized experience includes: Experience providing expert advisory services across multiple human resources functional areas and senior or executive-level employees, including staffing, classification, employee relations, performance management, and benefits; and Experience interpreting and applying federal HR laws, regulations, and policies to resolve complex issues and ensure compliance; and Experience communicating complex HR information effectively both orally and in writing, including preparing reports, guidance, and briefings, and advising senior leaders.
