Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if the position allows for qualifying based on education, your transcripts will be required as part of your application.
Qualifying Experience: Experience with applying a full range of HR personnel laws, policies, and procedures. Experience with interpreting and advising on personnel management and security administration. Experience with analyzing complex situations to make a final determination.Experience with utilizing and troubleshooting personnel database systems. Knowledge, Skills and Abilities (KSA's): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Ability to interpret, advise on, and apply a full range of Human Resources (HR) personnel laws and policies to manage personnel security programs and monitor compliance of suitability/fitness-for-duty programs across multiple organizations or installations.
Ability to analyze complex, sensitive, or derogatory background investigation findings, conduct interviews with individuals to resolve questionable information, and prepare casework or recommendations for referral to higher-level investigative entities (e.g., OPM, DoD, DCSA) in cases of deception or fraud. Ability to perform lead-type duties (such as directing workflow, case distribution, and advising on unique scenarios) and develop and deliver technical training, briefings, and policy updates regarding background check procedures to HR offices and external stakeholders.
