HR Specialist (HR Development)

About this role

To qualify for this position, you must meet one of the following Basic Requirements: FOR GS-12: Applicant must demonstrate at least one full year of specialized experience comparable in scope and responsibility to the GS-11 level in the Federal service (obtained in either the public or private sectors) performing the following duties: Assist with planning, organizing, and delivering agency wide training programs. Assist with workforce training gaps and conduct systematic training needs assessments to align employee growth with agency strategic goals.

Support in the administration of an agency or organizational Learning Management System. Consult with management on funding and procurement of training materials, instructional design, and talent management. FOR GS-13: Applicant must demonstrate at least one full year of specialized experience comparable in scope and responsibility to the GS-12 level in the Federal service (obtained in either the public or private sectors) performing the following duties: Lead organization-wide career development initiatives and leadership development programs.

Serve as technical authority/ consultant to top leadership and Chief Human Capital Officer on complex workforce development strategies and policy implementations. Serve as administrator for agency's automated Learning Management System. Perform procurement-related activities with training vendors to acquire training programs for the organization.
