GLOBAL FORCE MANAGEMENT SPECIALIST
About this role
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems that equipped the applicant with the knowledge, skills, and abilities (KSA's) to successfully perform the duties of the position, and that is typically in or related to the position to be filled.
Examples of specialized experience include mastery of advanced management and organizational principles and practices for a variety of Air Force missions; and a comprehensive knowledge of strategy, concepts, requirements, acquisition, planning, programming, and budgeting regulations, guidelines, and processes; knowledge of military command structure, missions, programs, and organizational relationships and program goals and objectives, and a high degree of skill in analyzing and comparing cost benefits, cost projections, budgetary trade-offs, fiscal strategies, and programmatic factors to produce fully justified options that can be presented to higher levels of management for use in defending fiscal decisions.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Applicants must have served at least 52 weeks at the GS-13 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. Knowledge of the Joint Capabilities Integration and Development System (JCIDS), Defense Acquisition System (DAS), and the Department of Defense Planning, Programming, Budgeting, and Execution System (PPBES) and policy, procedures, and schedules for developing Program Objective Memoranda (POM), Budget Estimate Submissions (BES) and Financial Plans in support of major war, mobilization, and other contingency and operational plans as well as methods for developing budget forecasts, cost projections, financial exhibits, unfunded requirements justifications, POM narratives, offsets and disconnects, reclamas, and issue papers.
