FINANCIAL MANAGER (Title 5)

About this role

To qualify for this position, applicants must meet the U.S. Office of Personnel Management Group Coverage Qualification Standard for Administrative and Management Positions, applicable to the Financial Management Series, GS-0505. GENERAL EXPERIENCE: Evaluate applicant's knowledge, skills, and abilities for these individual occupational requirements. See the Evaluation Section. SPECIALIZED EXPERIENCE: Must have 1-year equivalent specialized experience to at least the next lower grade level before being eligible for the next grade level.

Must have fundamental working experiences with a validated understanding of the basic principles and concepts of the financial management occupational series and grade. Experiences gained through military technical training schools or civilian academic courses or related civilian work are included in the one-year on-the-job specialized experience. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of financial management personnel.

- Directing an organization's financial management program encompassing budget formulation and execution, accounting, disbursing, vendor pay, travel, and military and civilian pay; - Interpreting and applying appropriations law and fiscal policy to determine the legality and propriety of obligations and payments; - Establishing, evaluating, and maintaining internal controls over federal funds, including risk analysis and vulnerability assessment; - Advising senior leadership on the availability and appropriate use of federal funds and on the financial impact of proposed programs and policies.
