FINANCIAL MANAGEMENT SPECIALIST
About this role
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes having the detailed knowledge of the policies, precedents, goals, objectives, regulations, and guidelines of a functional area.; knowledge of the organizational structure and functions of the agency; detailed knowledge of budgeting policies, regulations, procedures, and administrative and financial management systems; and a basic knowledge of information technology software and hardware; Knowledge of DoD, USAF, and organizational policies, precedents, goals, objectives, and directives as applicable to several diversified and complex appropriations, obligations, and execution processes.
Knowledge of the mission, functions, goals, objectives, work processes, and sources of funding of assigned activities to relate needs and accomplishments of the organization to anticipated and actual dollar figures in the budget; Knowledge of budget, accounting principles, and techniques to record and track financial data, and fund certification duties is necessary to certify the timeliness, scope, and availability of funds required to complete training projects and classes; Knowledge of the legal principles that govern financial transactions and relationships in government in order to independently analyze financial transactions, validate obligations, and determine necessary corrective actions within the language of public laws and DoD/ Air Force directives; knowledge of analytical skills and techniques is required to identify and correct problems; knowledge of automated data processing concepts and systems capabilities to accomplish, modify, or improve the reconciliation and analysis functions.
The ability to apply substantial financial knowledge to advise commanders and managers on financial regulatory requirements and policies, data interpretations, and program status through analysis of appropriated and non-appropriated program operations; and knowledge of using desktop computer and office software to access, record, query, store, and recall data in various computer systems and files. OR EDUCATION: Applicant must have completed a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.
