TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications: TQ 1: PPBE & Defense Budget Execution Demonstrated expert-level experience leading the full Planning, Programming, Budgeting, and Execution (PPBE) process for Major Defense Acquisition Programs (MDAPs), including development and defense of Program Objective Memorandum (POM) submissions, integration into the Future Years Defense Program (FYDP), and management of multi-appropriation portfolios with a specific emphasis on Shipbuilding and Conversion, Navy (SCN) execution.

TQ 2: Fiscal Law, Audit Readiness & Financial Strategy Demonstrated expertise in federal fiscal law and DoD financial management, including appropriations law and Anti-Deficiency Act (ADA) compliance, leading Financial Improvement and Audit Readiness (FIAR) efforts to achieve audit outcomes, implementing financial systems/internal controls, and advising senior leaders on resource allocation and financial risk. This position requires a Business - Financial Management, Advanced, acquisition certification. The candidate has 48 months to achieve this certification." Selectee must execute, as a condition of appointment, a written agreement to remain in Federal service in the position for at least three years. In signing such agreement, the employee does not forfeit any employment rights, nor does such an agreement alter any other terms or conditions of employment.
