About this role

Conditions of Employment cont. AFSOC AFETS senior technical advisor is subject to short notice TDY deployment and/or PCS move to meet worldwide operational/mission requirements. This position requires the employee to sign a mobility agreement under the provisions of the agency mobility program. This position is emergency-essential (E-E). The incumbent of this position must meet all requirements of E-E positions and may be required as a condition of employment to take a series of vaccinations and annual boosters to immunize against anthrax and other diseases.

In the event of a crisis situation, the incumbent or designated alternate, must continue to perform the E-E duties until relieved by proper authority. The incumbent or the designated alternate may be required to take part in readiness exercises. This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively. This meets the criteria of an E-E position and requires that the incumbent, or the designated alternate, be removed from any recall status.

The following experience/knowledge is highly desirable: WEAPON SYSTEM: AN/TSC-135 Special Operations Communications Package, Theater Deployable Communications, AN/USC-59 Satellite Communications System/Lightweight Multi-band Communications Terminal, Integrated Communications Access Package, AN/PRC-138(V)2, RF-5000, Pacer Bounce (AM-7223, C-11329, CU-2310, RT-144G), HF SSB Systems, VHF/UHF LOS Systems, UHF Satellite Systems, Cryptographic Systems, Data Terminal Equipment and other general purpose electronic test equipment.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Undergraduate Education: Major study -- any field of study in an accredited college or university. Graduate Education: Major study -- fields related to the position to be filled.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes working as a skilled mechanic or maintenance worker, sales or service engineer, or planner or estimator in a technical group dealing with manufacture, utilization, repair, or operation of equipment.

Reviewing and applying technical specifications and requirements. Analyzing equipment and forecasting spare parts requirements. Reading and interpreting engineering change orders, equipment requisitions, shop orders, and work orders. Analyzing contract specifications and examining pertinent equipment to determine if specifications are met. Analyzing or supervising maintenance, repair, or production operations to determine methods of improvement.

Knowledge of a comprehensive range of maintenance concepts, principles, and practices related to the systems/equipment on the attached equipment list (see Notes to Users), including those that have complex technical requirements and require extensive specialized training and experience. Specialized practical and theoretical knowledge of assigned systems/equipment for application to difficult, unusual, and unprecedented situations and problems.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a wide range of maintenance concepts, principles, and practices of specific systems/ equipment listed on the attached equipment list. Knowledge of required security and safety regulations, practices, and procedures. Skill in providing technical advice in terms of oral and written briefings, reports, and recommendations to senior leadership and maintenance technicians; and developing interpersonal relationships, maintaining good working relationships, and working cooperatively as a member of a team.

Skill in analyzing and interpreting engineering drawings, technical manuals, and technical data; and, identifying and analyzing complex technical problems and developing innovative solutions. Ability to plan, organize., and reprioritize work to meet changing deadlines. Ability to develop and conduct training to ensure proper maintenance of assigned systems/equipment; and communicate well both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience.
