About this role

Conditions of Employment cont. This is a drug testing designated position. The incumbent is subject to random testing for drug use. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.

Incumbent of this position is subject to the possibility of a random drug test. This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment ofwartime/contingency operations. Incumbents of key positions must be removed from their military recall status if alternative forfilling of the position during an emergency are not available. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Clerical and Administration Support Positions, Dispatching Series, 2151.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes knowledge of a body of standardized transportation regulations, procedures, operations and federal and state laws, policies and procedures related to the emergency dispatch function to perform a full range of dispatching duties and resolve emergency response problems.

Knowledge of proper use of communications radios and procedures sufficient to gather information from individuals in emergency situations and provide instruction to both dispatched employees and the customers. Knowledge of geographic area served, including the ability to read a map, plot grid coordinates, determine scales, and recognize map symbols. Knowledge of the characteristics and capacity of the transportation equipment being dispatched to resolve emergency response problems and coordinate actions.

Knowledge of one or more automated transportation databases sufficient to input a range of standard information to maintain dispatch logs and records. Knowledge of contingency operations to real world and exercise emergency situations pertaining to vehicle operations. Knowledge of Emergency Medical Dispatch (EMD) procedures and protocols sufficient to provide life-saving pre-arrival instructions to emergency callers. Knowledge of fire protection and prevention theories, techniques, and practices relative to various types of emergencies including structural fires, aircraft crashes, hazardous materials incidents, weapons of mass destruction scenarios, wildland fires, technical rescue operations, and medical emergencies.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-06 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of emergency communications operations, dispatching procedures, and Emergency Medical Dispatch (EMD)protocols. Knowledge of interrelated emergency response functions across fire, police, EMS, HAZMAT, and external agencies to reconstruct incomplete information, resolve non-standard operational problems, coordinate mutual aid, and support incident command during multi-unit or multi-jurisdictional events.

Knowledge of location, availability, and capabilities of emergency response apparatus, equipment, and resources. Includesunderstanding of vehicle specifications, equipment capabilities, and resource deployment options. Skill in assessing emergency information and determining appropriate response actions under time-critical, high-stressconditions. Ability to effectively communicate both orally and in writing using a calm and stable demeanor while dealing with emergency and non-emergency situations.

Ability to prioritize and organize tasks and work independently without immediate supervision and maintain effectiveworking relationships with emergency response personnel, other agencies, and the public. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience.
