About this role

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in the competitive service. Who May Apply: US Citizens In order to qualify, you must meet the requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social).

You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. OPM General Schedule Qualification Standards - GS-0089 Series - https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/#url=Group-Standards Specialized Experience: GS-07: Specialized Experience: One year of specialized experience which includes: Assisting in the development, coordination, or updating of emergency operations plans, standard operating procedures (SOPs), or continuity documents.

Participating in the planning, coordination, or execution of emergency preparedness exercises, training sessions, or drills. Compiling data, drafting routine reports, and maintaining logs or resource inventories related to disaster response or mitigation programs. Assisting higher-level specialists or local officials with logistical coordination, interagency communication, or basic hazard mitigation research.OR GS-09: Specialized Experience: One year of specialized experience which includes: (Developing, evaluating, or updating portions of emergency operations plans (EOPs), emergency action plans, or disaster recovery frameworks.

Conducting risk assessments, hazard vulnerability analyses, or capabilities assessments for a defined geographical area or organization. Designing, staging, or serving as a controller/evaluator for emergency preparedness exercises (e.g., tabletop or functional exercises) using Homeland Security Exercise and Evaluation Program (HSEEP) guidelines. Coordinating with external stakeholders, community partners, or interagency working groups to deliver public preparedness outreach programs or training.

Compiling and analyzing complex disaster programmatic data to generate technical reports, briefings, or program recommendations for management. GS-11: Specialized Experience: To qualify based on your experience, your resume must describe at least one year of specialized experience which includes: EOC Administration & Operations: Serving as an EOC coordinator or administrator to manage facilities, emergency resources, equipment inventories, maps, and status boards; and establishing, activating, or coordinating facility operations and communications logistics during disaster responses.

Disaster Financial Management: Formulating yearly division budgets and analyzing future funding requirements using enterprise management systems (such as CEFMS, P2, or equivalent project/financial management databases); monitoring and managing accounts for emergency funds (e.g., Flood Control and Coastal Emergency, National Emergency Program, or FEMA disaster funds); and preparing, tracking, and certifying disaster billings and travel orders.

Program Evaluation & Reporting: Independently reviewing emergency operations plans, evaluating after-action data to streamline operations, and compiling metrics using data analysis tools (such as Power BI, Excel, or Enterprise Data Warehouses) to draft situational reports, briefings, and quarterly updates for higher headquarters. Policy & SOP Development: Researching, interpreting, and applying federal emergency management laws, regulations, and policies to write or update agency-level standard operating procedures (SOPs), operational checklists, and formal program guidance.

Training & Exercise Coordination: Organizing, developing, and presenting training plans or instructional materials for emergency response programs or user software applications; and directing or coordinating multi-agency participation in natural disaster and continuity of operations (COOP) exercises. Interagency Liaison: Serving as a primary point of contact or liaison between regional offices, field sites, and external partners (such as FEMA, state, or local governments) to resolve funding issues, coordinate resource allocation, or manage specialized personnel programs (such as military reserve or family readiness programs)
